Are GMs Really Getting Smarter?

Or is the economy forcing them to take a longer look at the ridiculous contract offers they’ve given out in the past?  I only ask because Rob Neyer thinks that GMs are looking at a slugger’s defensive ability before handing out millions this year.  I’m not so sure that’s necessarily the case.
